Mission

Fiscal Digital is an autonomous oversight agent for Brazilian municipal public spending. It turns official gazettes into verifiable alerts for the public. Initial coverage: Caxias do Sul (RS) — the Adiló Didomenico administration (2021–present).

Five non-negotiable principles

    Always cite the source

    Every finding links to the original official gazette via Querido Diário. No clickable URL, no publication. This is a project principle, not editorial preference.

  2. 2

    Inform, never accuse

    Factual language — “we identified”, “the document indicates”. Never accusatory. We hold no judicial authority to assert criminal conduct; we report what the document shows and let the public decide.

    Transparent algorithm

    Each alert explains why it was generated: which Fiscal Agent triggered it, which rule applied, which law forms the legal basis. The code is public at github.com/fiscal-digital.

    Publicly verifiable

    Anyone can open the gazette URL and check the evidence. Nothing is a black box. The raw data stays on Querido Diário's infrastructure — we never replicate it.

    Correction at equal reach

    A published mistake becomes a correction on the same channel and with the same reach as the original. This is policy, not courtesy. Acknowledge, repair, update the process.

Serenata de Amor

Federal · OKFN Brazil

A pioneer in applying AI to oversight of Brazilian public spending. Has monitored federal congressional expense reimbursements (CEAP) since 2016. Our Fiscal Agents approach is directly inspired by Rosie.

Querido Diário

Municipal · OKFN Brazil

The infrastructure that has digitized the official gazettes of hundreds of Brazilian municipalities. It is our primary data source. Without Querido Diário, Fiscal Digital would not exist.

An intelligence and alerting layer on top of the data Querido Diário makes available. Every finding links back to the source on QD. We never replicate the data.

Position: we extend, we do not compete.

Fiscal Digital exists because Serenata and Querido Diário exist. Every public piece of ours credits both. It is narrative truth and strategy: we anchor legitimacy in the network that already exists.
